Cabrera most recently was chief legal adviser and an executive cabinet member at the Eanes Independent School District in the Austin area, where he earned a base salary of $182,000. Cabrera, who was the lone finalist for the West Texas job, starts Monday. His salary in El Paso wasn't immediately released pending his signature on the deal. The El Paso district hasn't had a permanent superintendent since Lorenzo Garcia was suspended in late 2011 and pleaded guilty to fraud in a scam to bypass federal accountability standards. Garcia was sentenced to more than three years in federal prison. The Texas Education Agency announced it would create a new investigative division after a state audit released Friday highlighted serious flaws in how the agency monitors its more than 1,000 school districts. The State Auditor's Office review confirmed that the agency didn't perform a thorough investigation of cheating allegations in the El Paso district.
