EAGLE PASS, Texas

Crimes of Moral Turpitude, Warrant Land Men in Lockup

U.S. Customs and Border Protection officers at the Eagle Pass Port of Entry, in separate incidents, recently detained two men – one destined for removal from the country due to being a known sex offender, the other wanted for violating probation following a narcotics conviction.   On Saturday, CBP officers at the Camino Real International Bridge inspected a 2008 Chevrolet Cobalt as it arrived from Mexico. The driver of the vehicle, Jose Arroyo Paulin, 35, of Eagle Pass, presented the inspecting officer with a temporary I-551 (green card). Initial records checks revealed Arroyo to be a registered sex offender. CBP officers queried government databases, which indicated Arroyo has a criminal history that includes a 2003 conviction in Los Angeles for lewd or lascivious acts with a child under 14. Officers received authorization to initiate removal proceedings on grounds of “crimes involving moral turpitude.” Arroyo, who is currently serving in the U.S. Navy, stationed at Pearl Harbor, Hawaii, was transported to a detention facility pending removal proceedings.     In an unrelated incident on Monday, a U.S. citizen wanted for probation violation on a narcotics conviction, was taken into custody. Adrian Alejandro Salinas, 28, surrendered himself to CBP officers at the pedestrian lane of Eagle Pass Bridge No. 1, Monday afternoon. CBP officers discovered that Salinas had been wanted since 2006. Records checks revealed an outstanding warrant for probation violation, stemming from a conviction for possession of five kilograms of cocaine. Salinas was turned over to the U.S. Marshals Service.   “Our frontline CBP officers have the ability to check arriving travelers, using law enforcement databases,” said Cynthia O. Rodriguez, CBP Port Director, Eagle Pass. “This is an important tool for detecting anyone wanted on outstanding warrants or who might be subject to removal from the country based on inadmissibility standards.”

Maverick County Lake

It seems as though the irrigation canal crisis may have had an effect on Maverick County Lake as our most popular parks is in danger of drying up due to a lack of a water source.  The reason behind this new crisis is that the pump that provides water to the lake from the canal has malfunctioned. Commissioner Eliaz Maldonado informed The News Gram that said pump is indeed not functioning and may have been damaged for several weeks as the lakes water levels have been going down and now they have determined why.

Maldonado stated that they have been working on remedying the situation to benefit the people who frequent the park and wish to see it in optimal conditions.  He added that they must repair the damaged pump or they may have to purchase a new one which would cost the County somewhere near $12,000.00. He has looked into several different scenarios as to where the funds could be found within the budget, however, the lake's water levels are going down everyday and his priority is for the lake to be back to normal level. He also stated that due to budgetary cuts, they have had to close down the Splash Pad which was very popular with visitors, as they have no funds to pay anyone to supervise the new water fun park facility. He says it is only available for private parties or special events.

Maverick County Jail

Ricardo Ramos, County Attorney, informed The News Gram that the situation involving Justice of the Peace Cesar Perez has been clarified.  As you may have read in the pages of The News Gram, Perez was denied access to the jail and could not fulfill his duties of magistrating prisoners due to a mandate handed down by Sheriff Tom Herrera last Friday. According to Mr. Ramos, the entire situation was caused due to some confusion.  The parties involved understood the situation and all parties involved came to an agreement and he was told that it would not happen again. Ramos stated that it was all a misunderstanding.  Last week, the JP on call was Cesar Iracheta, who happened to be out of town, therefore when Perez arrived to magistrate an individual, he was not allowed to do so, because it was not his turn.  He reiterated that regardless, a Justice of the peace should not be denied the right to do his job. Therefore, Judge Perez can and will continue to be able to magistrate prisoners.

The department informed The News Gram that the units had arrived since last week and are practically unused.  The pickup units have been designated for detective use for investigations in differentiating criminal cases which are reported to the department. According to information given, the units are already in use at this time and are highly equipped to handle the wear and tear of all law enforcement tasks. The resources were obtained through confiscated funds, and as such will not cost the taxpayers of Maverick County one single cent. Confiscated funds have been approved for use by the federal government. Through these types of programs, departments across the state and nation have been able to modernize surveillance equipment, communications capabilities and other aspects of law enforcement as Sheriff Tom Herrera prepares to relinquish his duties as Sheriff after two long, successful terms.
