    Clean-Up & Recovery

    County and City crews continue with clean-up and debris removal operations of affected public ways. Please abstain from traveling/visiting the affected areas in order to not affect these operations.

    Assistance for Victims

    The Joint Assistance Center for flood victims is located at the International Center for Trade (3295 Bob Rogers Dr.). This center houses different social assistance agencies. Persons affected by the flood should register at this location for any existing or future assistance. If you are a flood victim and have been visited/surveyed in your home, you are still required to register at this center for assistance. For food necessities, please contact the Maverick County Food Pantry at 830-757-6424 during normal business hours.

    New Hours

    The Joint Assistance Center will be opened as follows:

    Saturday, October 17 9am-4pm
    Sunday, October 18 9am-4pm

    Disposal of Waste

    The County and City continue to run waste collection operations for flood victims and ask for your cooperation in separating waste as follows: Brush, Construction & Demolition, White Goods, Bulky Items, Electronics, and Hazardous Materials. The Maverick County Landfill is located off El Indio Highway and is open for those persons who prefer to take their waste directly. A fee of $0.02 per/lb. will be assessed. There is no direct fee charged when waste is collected at your property. Landfill hours of operation for this week are Monday through Friday, 7am to 7pm; Saturday 7am to 12 noon and will be closed on Sundays.

    Limpieza y Recuperación

    Equipos del Condado y la Ciudad continúan con las operaciones de limpieza y eliminación de desechos de las vías públicas afectadas. Por favor absténgase de transitar o visitar las zonas afectadas para no entorpecer dichas operaciones.

    Asistencia para Victimas

    El Centro de Asistencia Unificado para víctimas de la inundación está situado en International Center for Trade (3295 Bob Rogers Dr.) Este centro alberga diferentes agencias de asistencia social que le podrán rendir ayuda. Los  damnificados de esta inundación deberán registrarse en este sitio para cualquier asistencia existente o futura. Si usted es uno de los damnificados y ha sido visitado o encuestado en su hogar, como quiera se le requiere que se registre en este centro de asistencia. Para necesidades alimenticias, favor de comunicarse con la Despensa de Alimentos del Condado de Maverick (Maverick County Food Pantry) al 830-757-6424 durante horario normal de oficina.

    Eliminación de Basura

    El Condado y la Ciudad seguirán con las operaciones de la recolección de basura para los damnificados y piden su cooperación en la separación de basura de la siguiente manera: vegetación, materiales de construcción y demolición, electrodomésticos, artículos voluminosos, electrónicos y materiales peligrosos. El relleno sanitario del Condado está situado junto a la carretera El Indio y está abierto para aquellas personas que prefieren llevar su basura directamente. Se le cobrara una tarifa de $0.02 por libra. No hay ninguna cuota directa cuando la basura es recolectada en su propiedad. El horario del relleno sanitario es de Lunes a Viernes, 7am a 7pm; Sábado 7:00 a 12:00 y cierra los Domingos.

El Departamento de Agricultura de Estados Unidos ha designado nueve condados de Texas como zonas de desastre  

De acuerdo con un comunicado de prensa el 15 de octubre, el USDA ha nombrado Bastrop, Dimmit, Fayette, Grimes, Kinney, Maverick, Rains, Travis y los condados del caminante como Zonas de Desastre oficialmente debido a las fuertes lluvias que  se registraron el 8 de octubre. Condado de Bastrop ha sido declarado por el incendio forestal que ha destruido acres de tierra .

DEL RIO, Texas -
    U.S. Customs and Border Protection officers at the Del Rio International Bridge recently discovered more $90,000 worth of suspected marijuana hidden in a vehicle coming from Mexico.
     “Smugglers continue to use elaborate methods to try to smuggle their drugs into the country,” said Port Director Alberto D. Perez, Del Rio Port of Entry. “This seizure is yet another illustration of the professionalism and dedication our frontline CBP officers put forth on a daily basis.”
     On Oct. 11, CBP officers, working at the Del Rio Port of Entry, encountered a 1997 Ford F-250 pickup truck as it arrived in the United States from Ciudad Acuña, Coahuila, Mexico. Upon inspection, officers searched an auxiliary fuel tank on the vehicle. Through the use of a CBP drug-detecting canine and a non-intrusive imaging system, officers discovered 82 packages of suspected marijuana, weighing 91.7 pounds, worth an estimated $91,700 hidden in the tank.
     The driver, a 31-year-old San Antonio man, was turned over to Homeland Security Investigations for federal prosecution.
     CBP’s Del Rio Port of Entry is part of the Joint Task Force-West South Texas Corridor, which leverages federal, state and local resources to combat transnational criminal organizations.

A meleé between Maverick County Judge David Saucedo and local attorney Heriberto Morales ensued at midnight on Tuesday at the special meeting of Commissioner's Court when addressing the pressing junkyard issue which had dozens of concerned Las Brisas citizens waiting until then to hear their decision.

Saucedo began Item #40 regarding the license application for junkyard, automotive, wrecking & salvage yard for Juan Flores of Flores Auto Wrecking and Flores Used Cars.

Code Enforcement Officer David Lee Garza was called up to the mic to respond to the judge's inquiry of his findings on the business and his recommendation to issue or not issue said application to which he said he would not recommend due to the junkyard's location next to a church,  a fencing issue and the fact that it's closer than 300 feet from a residential area.

This is where Flores' legal counsel Morales came in to challenge the validity and the denial of Flores' "inalienable right to use his property."

Morales layed out historical data on the establishment stating that it dates back to the year 2000.

"Mr. Flores ran his business for seven years prior," added Morales before questioning the validity of said ordinance, "Commissioner's Court must hold a public hearing to allow testimony 10 days prior to the actual hearing.  Notices must be published for two weeks.  Commissioner's Court may not have a valid ordinance."

On June 12th, Morales submitted an open records request to the County Clerk's office asking for a copy of the ordinance, a copy of meeting agendas, minutes when the ordinance was approved, a copy of tear sheets from the newspaper where the notice was published, and copies of any applications approved since 2007.

He said that the county clerk could not provide proof of the notice in the newspaper which he said the newspaper should have sent a certified copy to the county and also said that the actual notice is missing as well.

"If the application is not approved, I believe this is a case of inverse condemnation, taking property which will no longer be used for what the owner intended which results in a loss of profits.  If the ordinance is valid and all procedures were followed, Flores is ready to comply. Flores was operating without homes that are now there.  There were no regulations." Morales cited the minutes of the 2007 meeting in which then County Commissioner Rudy Heredia moved to revisit the application at a later date, but there was no action in 2008, 2009 or 2010 to which he asked Commissioner Robert Ruiz the question, "follow me?" to which Judge Saucedo took offense to Morales' tone of voice cutting him off and not allowing him to continue vociferously demanding that Morales should know who runs Commissioner's Court meetings and that he would not come into this meeting and address his commissioners in that manner.

Morales asked to continue finishing his remarks to which Judge Saucedo told him he could not and would not until given permission to do so.

One concerned citizen asked Judge Saucedo for the opportunity to speak, which he specifically said he would allow after the marathon executive session which went from just after 8:00 PM to approximately 11:15 or 11:30 PM, but he told her that she already had the opportunity to speak during visitor's comments.

When it was all said and done, Flores was denied the application, but was given 120 days to comply with directives given within the ordinance as were two other owners of similar establishments, Jorge Bass and Andres Rodriguez, Jr.

 

Maratonica Junta en Corte de Comisionados

 

El pasado Martes la corte de comisionados tuvo una agenda con mas de 50 temas. 

La junta dio inicio a las 5 p.m. y terminó despues de las 12 de la noche. La mayor parte de los temas eran temas de los empleados. Habia varios temas relacionados con los yonkes.

Como siempre dan oportunidad a ciudadanos a hablar de temas que no estén en la agenda, entre los asistentes se levanto el Sr. Jorge Bass que es propietario de un yonke, e hizo una pregunta sobre su negocio, y el juez le contestó que no le podian contestar nada hasta llegar al tema que estaba en la agenda.

  Los temas eran concerniente al yonke Bass, al del Sr. Andres  Rodriguez Jr. y al del Sr. Juan Flores.  El juez le pidio al Sr. David Lee Garza encargado del enforzamiento de ley de los codigos que hablara acerca de este tema, y dijo que fue a visitar los yonkes que para empezar no estaban cercados, y el recomendaba  que se les cancelaran las licencias, mas tarde los comisionados tomaron la decision de darles a Bass y a Rodriguez Jr.  120 dias para que pongan cerca  y que muevan los carros a 300 pies de las zonas residenciales.   Despues hablo el licenciado Eddie Morales quien representa al Sr. Juan Flores y a su negocio de yonkes, les dijo que el Sr. Flores esta establecido desde el año 2000 que él compro 2 propiedades adicionales para ampliar su negocio y cuando ya tenía varios años establecido se puso una ordenanza, el ya tenia 7 años operando. El licenciado Morales dijo que el creia que esta ordenanza no era valida, y pidio a la County Clerk Sara Montemayor un “Open Record Request”  o sea un record de las juntas, le pidio lo que la ordenanza dice, las agendas de las juntas donde se aprobo dicha ordenanza, las minutas de las juntas, y también le pidio ver todas las aplicaciones que se aprobaron, y efectivamente  se le dio las agendas, las minutas y la orden, pero no pudo comprobar las publicaciones de dicha ordenanza en los periodicos, por eso el dice que esta ordenanza no tiene validez.

 Es por eso que el licenciado Morales le preguntó al Comisionado Ruiz que si estaba entendiendo, y en ese momento el Juez Saucedo perdió el control y le grito al licenciado Morales que tuviera mas respeto en su corte que él era el que conducia y que en su corte queria mas respeto, el comisionado Ruiz  no contestó nada.

 Al final el abogado Morales pidio a la corte que a su cliente se le dieran tambien los 120 dias igual que a los dos yonkes para poner todo en regla.

 A esa junta asistieron casi 30 vecinos de Las Brisas porque ellos querian hablar a la corte sobre el yonke del Sr. Flores cerca de sus casas, pero desgraciadamente ni el juez, ni los comisionados, les explicaron que la oportunidad para hablar solo era al principio de la junta, ellos estaban esperanzados que iban a hablar.  De las 30 personas, mas de 25 eran mujeres que tienen sus familias que atender y que aparentemente lo que la corte deseaba era que se cansaran y se fueran a sus casas.

 Cerca de las 12 de noche cuando estaban discutiendo el Licenciado Morales y el Juez Saucedo una señora de Las Brisas en medio de la discusión se levantó molesta y le dijo al juez “nosotros no traemos licenciado cuando vamos a hablar?  fue cuando el Juez les dijo “tuvieron la oportunidad al principio y no lo hicieron, ustedes ahora no tienen tiempo para hablar” 

De las personas que asistieron a la juntan muchas se fueron pero muchas se quedaron y desgraciadamente no pudieron hacer uso de la palabra.

Antonio Molinar of The American Red Cross was on hand at the ICT where he and his team along with representatives from various local outreach entities were located in the East Room of the International Center for Trade to begin the task of registering and allowing the victims of the October 8th floods to congregate in one place to be interviewed and their properties assessed for services to be rendered. "What we've established is a JAC, a Joint Assistance Center to bring all the agencies in the community together in one place so that these agencies don't have to go door-to-door, office-to-office to try to figure out where they can get assistance."
