The Maverick County Commissioners Court recently discussed the Emergency Operations Center (EOC), which was built in the latter part of 2012 as part of a Middle Rio Grande Development Council $1,000,000 grant.

County Commissioner Roberto Ruiz brought up the building and lack of use when he asked what was the buildings intended purpose and if it was even being utilized.

Maverick County Judge David Saucedo answered that the building was part of a proposed project, and plans set in place - by then U.S. Representative Ciro Rodriguez and former County Judge Pepe Aranda - to eventually construct a law enforcement training facility and other components. Judge Saucedo mentioned that a lot of the funds which were available back then were phased out, and that the vision for the building's intended purpose also went awry when Rodriguez lost his re-election bid.

Judge Saucedo did state that the building is used for certain law enforcement training and other sporadic uses and is maintained by the county. It is also structured to serve as an Emergency Operations Center. Judge Saucedo did add that he wished that the project would have been more centrally located instead of it being close to 13 miles away from town. “I wish it would have been more centrally located.”

The EOC project had been in the works since 2007, when funding was made available from the United States Department of Homeland Security during 2007 in a response to the tragic 2007 tornado which hit the Rosita Valley area.

Officials back then pushed for funding, which was eventually granted.

The project was constructed in 2012 in a property adjacent to the Maverick County Detention Center-GEO on Farm to Market Road 131. The EOC is suppose to serve as a headquarters for all local emergency preparedness agencies, as well as serve as the central command center for any county or regional emergency.

The part that ended lacking in this plan, was funding to develop, construct, and operate a regional law enforcement academy, training center, and firing range which would benefit all regional law enforcement agencies.
