On Sunday May, 20, 2018 at approximately 5:30pm the Eagle Pass Police Department and Maverick County Sheriff's Department received a formal complaint from Ruiz regarding a terroristic threat against his person.
Law enforcement agents met with Ruiz and heard an audio recording of the threat.
Ruiz went on to indicate to the agents that the person who left the recording was Former County Judge Rudy Bowles.
The complaint further states that the incident would be categorized as a harassment by phone and a terroristic threat.
Ruiz notified officials that he feared for his life and his family’s after listening to the voicemail Bowles left on his cell phone.
Law enforcement officers obtained a copy of the audio recording.
The officers report details
the voice message. “Luis habla Rudy Bowles, I want to see the list of the Judges for each of the precincts. I need to know right away. If you don’t call me within thirty minutes I am going to call the damn Zetas from across the river and they’re going look for you, okay. I don’t want to have to do that,” said Bowels.
Ruiz stated to the officers that the list in question had been provided to Bowles campaign manager. The Texas Rangers Office was notified due to the seriousness of the threat and an investigation into the matter was launched.
Bowles was interviewed by Law enforcement on the matter and later went on to issue out a video statement. “ I like to joke around at times, but I do not in any way, shape or form belong to any violent organization. I’m not perfect, believe me, by no means. I also at times make mistakes and I apologize for them. I’m human, I make mistakes,” stated Bowles.
He further states in the video that there is a witch hunt against him. After Bowles was arrested his Facebook Campaign page put out yet another statement. This time accusations of corruptive practices by the Texas Ranger, Justice of the Peace and Sheriff and his opponent were made.

Después de que arrestaron a Bowles, su página de campaña de Facebook publicó otra declaración. Esta vez las acusaciones de prácticas corruptas por parte del Texas Ranger, el Juez de Paz y el Sheriff y su oponente fueron lanzadas a la corte de la opinión pública.
Es importante notar que una persona bajo la Declaración Universal de Derechos Humanos, artículo 11, se presume inocente hasta que se demuestre su culpabilidad en un juicio público en el que ha tenido todas las garantías necesarias para su defensa.
El acoso generalmente es un delito menor de clase B con hasta 180 días en la cárcel del condado y una multa de hasta $ 2,000.
