According to authorities, a call was made at 12:57 P.M. that Moreno was in his vehicle outside a residence on San Juan Street and was armed. His wife was in the area and was occasionally making contact with him via telephone, and law enforcement officials had effectively secured the area. Chief Antonio Castaneda and Sheriff Tomas Herrera were both attempting to make contact with the individual trying to make him relinquish his weapon and qualm the situation non-violently. It was at 5:05 P.M. that he took the situation into his own hands and fired one shot to his chest. Paramedics transported Moreno to the Fort Duncan Regional Medical Center, but all attempts to revive him proved futile and he was pronounced dead a bit after 6:00 P.M. "It is a sad situation," stated Chief of Police Castaneda, "We did all we could to try to get him to rethink the situation, but he decided otherwise." This situation is one of tragedy and sorrow and our thoughts and prayers go out to his wife and children.
