City council approves C.C. Winn Detention Pond Project

 The Eagle Pass City Council discussed the construction of a water detention pond and the acquisition by donation of a property for such project at their meeting held on Tuesday March 7. 

During the course of the city council meeting, the item was taken into Executive Session pursuant to Section 551.071, Chapter 551, Texas Government Code – Consultation with attorney regarding the Winn property donation (detention pond deed) possible action in open session regarding same. 

Once Back in open session Mayor Cantu stated that “council would ask administration to follow up with the TXDOT and the Highway 57 re-alignment project , with the C.C. Winn detention Pond Project and coordinate with Legal counsel in order to prepare and report a plan of action for the completion of this projects. 

  This would include meeting with the interested parties and preparing a cost estimate and budget for this projects and presenting engineering project drawings for the work to be performed.” 

The item was then voted on and approved.   

The Water Detention Pond project being spoken of, is believed to be constructed in an area behind and or around the West Lakes Subdivision, and Veterans Boulevard. This to assist alleviate flooding problems in the areas of West Lakes , LDC area and Las Quintas as recommended by both the city county and school district during past joint meetings. 

The Detention Pond project and flooding issues in those areas were originally spoken of during a City of Eagle Pass and County of Maverick and the Eagle Pass Independent School District joint workshops during Dec. 2, and Dec. 3, 2015. 

Then City Manager, Hector Chavez stated that as communities grow so does such issues of flooding due to the changes of topography.“There are things that need to be done, for example, we need to build a detention pond behind West Lakes Subdivision, canal alterations, and canal concrete lining.” said Chavez

Chavez noted that major flooding problems due to the overflow, spill of rain water runoff deriving from the east of the Westlake Subdivision area was causing a major headache to the LDC areas around Veterans Boulevard.
