Maverick County Judge David Saucedo was front and center once again to advise the board that he is asking to enter into a new agreement with the landfill which could give the county up to $41,666.00 per month, a total of $500,000.00 per fiscal year through 2017 which according to Landfill Manager Mike Castillo will begin this coming fiscal year. According to sources the agreement was to be for three years.
"There was no contribution this year because the agreement ended in 2013-2014," stated Castillo, "We are exploring the possibility of entering into a new agreement in which the MCSWA will make a contribution of $500,000.00 per year for two years beginning Fiscal Year 2015-2016." "We covered all our needs based on state regulations," informed board member Enrique Montalvo, "Including a review of TCEQ (Texas Commission on Environmental Quality) requirements and regulatory compliance." The board is also touching the future as they look into ways to address closure and post-closure on the up to nineteen cells they will be constructing over the next 65 years in order to pay them at today's costs and today's interest rates. Who knows what they will look like in 65 years, but at today's market prices they amount to approximately $20 million. Also discussed were the annual fees the entity has to the state which add up to approximately $80,000.00 for disposal fees, air permits and things of this nature not to mention their requirements for groundwater monitoring and sampling and professional fees for engineers and surveyors. Castillo included that they are being extremely proactive in terms of the construction of the third cell at the landfill which will need to be constructed in the next three years at a cost of $3 million. "We would like to save the money to pay for this project ourselves in order to not put the burden on the taxpayer of Maverick County," concluded Castillo, "We would like to avoid having to go out and seek financing and have to take on that interest like we did on Cell #2 and the board have been very cooperative and they continue to show their foresight and their experience when dealing with these issues." In reference to the aforementioned agreement with the county he added that it is still to be determined whether the landfill's contribution to the county will be made in monthly installments or in one lump sum, that will continue to be discussed at their next meeting on August 24th at 5:00 PM at the Maverick County Commissioner's Court Chambers.
