Area Notary Public to face detention hearing Friday

Alejo Emanuel Saucedo of Piedras Negras will face The Honorable US Judge of The Western District of Texas Victor Garcia tomorrow on charges of kidnapping.

Saucedo's detention hearing will be held in order to see if Judge Garcia will grant bond or hold him until his trial date which is yet to be determined.

According to an official criminal complaint filed March 19th, Saucedo knowingly, intentionally, unlawfully complied, conspired, confederated and agreed with others known and unknown to unlawfully and willfully seize, confine, kidnap, abduct and carry away and hold for ransom Jose Ramon Gonzalez, a United States Citizen.

The charges stem from an incident in which Gonzalez was kidnapped in Piedras Negras, Coahuila, Mexico and was beaten, abused and held against his will by his captors.

Gonzalez' release from captivity was contingent upon Gonzalez and another party signing over ownership of a property located in Piedras Negras.

This property was in the name of Gonzalez and another party (Co-owner).  Gonzalez telephonically contacted the co-owner of the property and informed the co-owner that Gonzalez would allegedly be released from captivity if the co-owner and Gonzalez signed over ownership of their property.

The co-owner was known to be in the United States at the time the telephone calls were made to the co-owner.

Gonzalez told the co-owner to meet with Alejo Emanuel Saucedo Ortiz, a Notary Public that is based in Piedras Negras that has the ability to process and file paperwork transferring ownership of properties in Piedras Negras.

Saucedo crossed into the United States from Mexico at approximately 10:27 AM on November 6, 2013.

They met at a local restaurant and the co-owner signed over the property and advised Saucedo it was not of his own free will.

After the co-owner questioned Saucedo if they would kill Gonzalez after he signed, to which he responded that he knew they wanted to give him the property and they would have to take Gonzalez to Saucedo to sign the paperwork because Saucedo would not make up the signature and that they had never threatened him.

The estimated amount of the property was valued at 3,000,000 pesos, but there was no figure on the form and the form was backdated. 

Saucedo then left the restaurant and immediately crossed back into Mexico.

Agents received pictures that showed he sustained injuries during the kidnapping.  The property that was transferred as the ransom payment was featured in a newspaper in January and was a ribbon cutting for a new business in Piedras Negras.

The case remains under investigation and Saucedo awaits his detention hearing tomorrow in Del Rio.
