"It's important to note that there are meetings that need to take place between the Public Works, Finance and Planning Departments in order for all the details to be worked out," stated Martinez. "The whole project hinges on job creation, " interjected Ruiz, "EDA has extra incentive points trying to get it certified as a 'Green' road," reiterated Ruiz as they have seen many opportunities for area communities to benefit from EDA administered projects. The significance in this would be the fact that Eagle Pass would be in elite company as only Houston and Austin have been approved for such projects which would make Eagle Pass only the third to do so. The Eagle Pass News Gram caught up to another key player on this team, Erica Bustamante, Economic & Community Development Planner for the MRGDC, at the Workforce Center in Carrizo Springs on Tuesday and she informed us of the various projects affecting the infrastructure of area communities and generally bettering people's lives in others. "We're looking forward to opening the Emergency Management Center in Maverick County in two weeks," stated Bustamante, "We are presently registering that project. We handle various federal and state grants. In Crystal City we have a project where we're replacing some water lines and that project is funded by the Environmental Protection Agency as well as another construction project where we're providing first time sewer connections in Crystal City through the Texas Department of Agriculture." They are upgrading water lines to the 20" version to increase the capacity because of the growth that is occurring as a result of the Eagle Ford Shale Project. The MRGDC is also building a new municipal pool for Crystal City and are reconstructing Dotson Road in the city of Del Rio, Another incredible success story is the city of Cotulla which is seeing an incredible amount of growth in the last five years. "Another EDA project we have closed is in the city of Cotulla. With the EDA monies they received, the created the Las Palmas subdivision. There were supposed to be 60 jobs created, but now that number is over 160 in total as they have Flying J, they have Stripes, they have so many businesses and projects that are not even completed and they have already exceeded the amount of jobs created."
