Hanson highlighted several key issues ranging from Senate Bill 1458 to the TRS-Care-Self-Funded Health Care Program to the differences between defined benefit and defined contribution.
SB 1458, is an attempt by the Texas Legislature to bring the TRS pension fund which is at an estimated $117 billion to being 100% actuarially sound in order to be able to give a cost of living increase to all those who were not included in the last group of retirees (Who retired between 1994 and 2004) who did get the 3% upgrade this year.
In reference to TRS-Care, Hanson succinctly explained how the program managed by Aetna is funded solely by the state's contribution and member's premiums, therefore, he expects an increase in state funding, the raising of premiums and changes in deductibles and benefits or a combination of the three which got the attention of all in attendance. The challenge he feels is making sure the program is adequately funded as the state presently contributes 1% of annual teacher payroll by law.
The most vital issue addressed by the key note speaker on this day was a call-to-arms for all educators to know their candidates and to seek out those who are for defined benefits as opposed to what is termed as 'Defined contribution' regardless of party affiliation.
"It is of utmost importance that we elect legislators that will support defined benefits," stated the former educator and still the public address announcer for the Fightin' East Central Hornets of San Antonio, "There are several organizations that wish to change to defined contribution," which will not provide the retirement security that defined benefits do, because you can effectively outlive your benefits on DC.
Defined benefit is defined and known in advance and pays a set amount for the life of a member who can benefit from surpluses.
Hanson also said that many legislators who have traditionally carried the torch for retired educators are moving on and away from the positions they hold now which will require some research and a knowledge of those candidates who support retired teachers and their goals as they are signing up now through December 9th.
All in all, it was a highly informative, well-received lecture which showcased Hanson's expertise while providing Eagle Pass educators with viable, pertinent and most of all timely information they surely internalized and will benefit from in the years to come.
