City against replacing existing 2 1/2 miles of border fence

The Eagle Pass City Council on Tuesday, December 15th, voted against the Federal Government's newest attempts to build a replacement for the existing 2 1/2 miles of border wall in our community. 

The City Council approved a resolution where they declared some of the reasons they're against the replacement of the fence structure put in place back in 2008. Officials believe that the wall will not do anything to help secure our borders and is a waste of $25 million dollars of taxpayer money.

Officials state that the replacement of the existing border wall for a new border wall will harm our interdependent relationship with Mexico, as well as U.S. and Mexican businesses dependent on cross-border commerce, which is valued at $200 billion for Texas- Mexico trade and $584 billion for U.S.-Mexico.

"To expedite replacement of the congressionally unauthorized border wall in Eagle Pass, the present Administration has waived 28 statutes under the Real ID Act of 2005, which unjustly denies the residents of Eagle Pass and Maverick County equal protection under the law, including protections afforded by the National Environmental Policy Act, Federal Water Pollution Act, Clean Water Act, Safe Drinking Water Act, and Clean Air Act," declares the City.

"The funds for the cost of replacing the existing border fence were never authorized by Congress, but unilaterally appropriated from Department of Defense budgets by the Trump administration." "The Department of Homeland Security's selection of a 30-foot border wall as the one-size-fits-all solution for border security in Eagle Pass, without considering less invasive alternatives, was found to be arbitrary and capricious by the Inspector General, on July 14, 2020, in a report styled OIG-20- 52 "CBP Has Not Demonstrated Acquisition Capabilities Needed to Secure the Southern Border."

"The replacement of the existing border wall entails the destruction of Shelby Park, the Eagle Pass Golf Course and the surrounding river trails the existing fence is on, violating congressionally approved treaties with the Republic of Mexico; specifically, guidelines set up by the International Boundary and Water Commission (IBWC)." The City declares that the Federal Government has not secured the appropriate approval, licenses, and permits from the IBCW in order to begin construction of the new border wall.

The City feels that it is not in the best interest of its citizens that the border wall be constructed, due to the irreparable harm to civil liberties, human rights, and because it is unlikely to do enough to resolve the difficult problem of illegal immigration.

The City of Eagle Pass opposes the replacement of an existing border wall and urges the current and incoming Administration to take any and all actions to stop the process.

The 2 1/2 mile replacement of the existing border wall will cost approximately $25,000,000.
