Housing Authority Board of Directors terminate Executive Director

The Board of Directors of the Eagle Pass Housing Authority made a bold move in ousting Executive Director Carla Mancha at their Regular Board Meeting held on Thursday. Mancha addressed the board as a citizen when she may have spoken as the Executive Director before the meeting began, "I address the board now as I may not be able to do so later in this meeting," said Mancha during the citizen's communications portion of the meeting, "We have had complete financial transparency, no funds are missing and there is no fraud as in previous administrations. Anything positive does not fit with this board (Referring to the fact that she was to be publicly commended by the Department of Housing and Urban Development and one of their directors was even planning on attending personally). I was evaluated in March and again today. We have one new board member and micro management of Madame Chair. I have used my administrative discretion.

The Special Meeting of Commissioner's Court turned into a veritable financial backlash of epic proportions as Independent Auditor Milo Martinez had the court's complete attention as he more than once exposed holes that riddle the county's 2011 and impending 2012 audits which can only leave those in attendance wondering what went terribly wrong in the past few years as far as accountability is concerned. "In 2010 and 2011 payables were just totally out of control," stated Martinez who hit the county with a bill for $205,000.00 for their independent auditing services, "A lot of this has shrunk down, but the problem is you can't figure out the payables.

Antonio Perea, P.E., Del Rio Area Engineer for the Texas Department of Public Safety, has informed The News Gram of the fact that they have reached a milestone in the project right at the end of the fiscal year as they too are putting the finishing touches on their 2013-2014 budget. "TxDoT is ending the fiscal year with the El Indio Hwy Overpass at almost 50% completion," stated Perea who is overseeing this project. Anderson Columbia, the General Contractor for th El Indio Hwy Overpass will have completed bent 3 located on the west side of the railroad tracks reaching this important milestone on this TxDoT project. Five steel girders have been installed with four more to be placed on the structure within the next week.
